In the sea without lees
Standeth the bird of Hermes
Eating his wings variable
And maketh himself yet full stable

Understand now well and right
And thank you God of this sight

The bird of Hermes is my name, eating my wings to make me tame.

You kind of learn it automatically  during the repair the Ruby Prism dungeon (since the flying ability) is gained in the same area.

But since the dungeon is 1 giant teleporter maze I suggest looking it up at gamefaqs.com for the exact route leading to the area where the flying ability is found.

Though once the dungeon is finished you only have 2 more area's left for the rest of the game.
