In the guide it says to reincarnate a character at skilled quality. But that doesn't work for me. After some trial and error I discovered that only when I create/reincarnate a character at skilled quality then create another character at distinguished quality will this proposal finally unlock. Anyone else who can confirm?

I'm typing this from my school's computer, but I'm guessing this is the order:

Good-for-nothing
Skilled
Distinguished
Genius

I actually unlocked the Honor Students proposal after making one character in distinguished. I don't think it's skilled.

You need to clear a battle after reincarnating as skilled.
